I'll note that we probably need to release the marti_nav_msgs package again.

after we release that, these are the actual patch notes.

Add new plugins to visualize
- marti_nav_path_config
- marti_nav_plan_config

improve visualizations for tracked objects.

required changes to marti_nav_msgs have been merged, rerunning checks.

edit: builds still fail, I don't think a new package has been published.
