Related Issue: #87 #148 it resolves #87

Major changes

Minor changes

Change Card Header from Recommendation (errors are local-specific problem)
Block users from visiting Init Page
Change the number of passed recommendations from 20 to 30 per 1 api call and the number of recommendations added to subs using recoCount (related previous pr #157)
Change reply pagination on frontend
