introduced PostGIS, GeoDjango with rest-framework-gis
implemented Region model & views, setup backend for storing geography data
add region field to User model
refactored backend codes; optimized, enhanced structure, increased integrity with adding more constraints to fields, make aws_utils.py independent, more efficient views.py codes, transaction introduced
introduced kakao rest api, add kakao_utils.py

[Frontend]

implemented Article model
implemented article actions/reducers with full coverage tests

[Settings]

now eslint does not warn about explicit-any & no-function-return-type (they produce too many trivial warnings)
.travis.yml - now os on bionic(18) not xenial(16), removed redundant lines, add lines for gdal installation
