I'd keep it private for now in this early stage until we filled something like have of the content, but I'm also fine with a public repo.
I prefer the neutral option and make it public until the proposal is in a more mature/complete state
We decided to host it on https://github.com/softwareunderground or a to-be-created https://github.com/swung-research or similar, to be checked with SWUNG.
I started the paper-repo in a private repo on my GitHub. However, in the spirit of open-source, and given that nobody can takes us away our codes anyway (no-one will steal our paper idea), we should probably do the whole thing in the open.
