data_coding being ignored #60

Used the SimpleSubmitExample.java client to send SMS text to an SMPP 
server.

The Simulator shows the short_message parameter as Unknown data coding 
can’t parse. 
And data_coding = 17 (reserved).

It appeared that the GeneralDataCoding class we were using has been re-
written - but its not released yet - so not sure if that will fix the 
problem we had and when it will be released.

Product version: jsmpp-2.1.0 on Unix
