Controls definitions not loads when starting program

1. Start game.
2. Change default controls.
3. Exit game.
4. Start game.
5. Look at default controls.

Looks like we have many problems with current implementation of the controls 
definition. I propose to make review of latest revisions include 331 and 341. 
What the crap to have static accessors for static variables that are defined in 
non-static constructor? How really works SDL_WaitEvent method?
