Treasue chest should enhance the loot. What about the following quest attributes:

one treasure chest per server restart
random placement radius within the target area
add the fitting treasue map (GLT_Item_Map_Treasue1 - GLT_Item_Map_Treasue13) to the loot pool for each server restart cycle
use an ammobox as a treasue box for now (placeholder)
add at least money, 1 primary weapon and 2-3 magazines to the cargo
add traps around the treasure?

I think treasure maps are a bit to theme-park like. Bandit stashes would be more reasonable. Like in STALKER. So that some (very few) bandits have a map (normal map), or maybe a note with text directions, in their inventory, that points you to their (well hidden) stash. Maybe we can make use of the shovel, so you have to dig for the stash sometimes.
