Migrate to New Standard Registries

Organizationally we've moved to having team-dedicated artifact write locations and then pulling from a virtualized aggregation of all teams for all read operations. This repository must be altered to conform to this new standard. The new registries are:

Libraries (Maven)

• [ ] WRITES: dw-maven-local

Microservices (Docker)

• [ ] READS: sxt-docker-central
• [ ] WRITES: dw-docker-local

Services (Helm)

• [ ] READS: sxt-charts-central
