Observables #109

Observables were added to the grammar and implemented on the level of parsing based on the defintion of observables in bngl specification.

Scaling observables implemented, rational number arithmetics implemented.

Test for parsing observables were added.

I don't think we need all the fancy observable features from BNGL. I think something much more simpler (as per #108) is enough.
