We need to have a users table for administrators. Each manager is restricted to a certain geographic area either a country, state/province for larger countries, or city/address with radius.
These people can edit all programs in their region, and create new programs and assigning an email address of the program runner to that program.
It is expected that most editing will be done by the program runner, not the managers.
