Implement local mailing list signup #198

Allow countries to be configured with for a mailing list.

This would create

A checkbox on the registration to subscribe to the local newsletter
A follow up email after the seeker's first event asking if they want to subscribe

Side note:

Follow up email could also ask for feedback
Follow up email could also recommend another nearby program, if the program was of the right type
- Concerts should recommend nearby courses or drop-in
- Drop-in could recommend upcoming courses or concerts
