CMS Translation #27

This branch already has the emails and audits branches merged into it. So the PR won't make much sense until those PRs are merged.

Adds full capability for the CMS to be translated using the Rails I18n system.

Note: When this branch is merged in, I have renamed the Event#timing function to Event#timing_in_words. I'm almost certain you must be using this somehow in the map code.
