Cannot find required package lv on fresh install #13110

Cannot find required package lv on a fresh install of Spacemacs

Reproduction guide :beetle:

Observed behaviour: :eyes: :broken_heart: Spacemacs throws error

error: loading file /home/aswinmohanme/.emacs.d/elpa/26.3/develop/lv-20191214.1357/lv.elc failed to provide feature 'lv'

Expected behaviour: :heart: :smile:

The lv package might not have been downloaded correctly. Check the lv-20191214.1357 directory, the lv.el file might have a size of 0kB. If that's the case then remove the lv-20191214.1357 directory and restart, it should download correctly.
