Elixir Layer : Phoenix App doesn't reload on change when file is changed

The phoenix app doesn't reload on save when running on ElixirLS.

Reproduction guide :beetle:

• Start Emacs
• Setup Elixir Layer with ElixirLS
• Open Phoenix Project and Run it
• Change file

Observed behaviour: :eyes: :broken_heart:

• The webserver does not auto reload with the new changes

Expected behaviour: :heart: :smile:

• The webserver should reload with the changes
