Using a dump-file leads to an inconsistent home buffer without projects and recent files

When using a dump file, the home buffer sections don't load such as recent files, projects, etc.

Reproduction guide :beetle:

Start Emacs
make a dump
restart and load from the dump file

Observed behaviour: :eyes: :broken_heart:

Expected behaviour: :heart: :smile:

I expect to see the same thing I'd see if I loaded Emacs normally.
