Page cycling is not possible in which-key-show-top-level. C-h only opens a help related to the main buffer (?) so that C-h n opens view-emacs-news instead of turning the page.

I am sorry I am not able to reproduce your issue when I am doing the following:

• Open an org file
• Press spc-h-k
• Press C-h n
• Press C-h n
• Press C-h n
• Press C-h n
• Spacemacs correctly cycles through all pages of which keys top level bindings

Can it be that the issue is caused by your user config or your layer selection? From a quick glance I have noticed:

• a reference to the non existing layer dired+
• a duplicate reference to the org layer

Please retry with a fresh dotfile and reopen if the issue persist.
