auto-completion is broken if dotspacemacs-scratch-mode enables company

company completion (auto-completion layer) does not work if dotspacemacs-scratch-mode is set to lisp-interaction-mode, or any other major-mode that would enable company completion.

Reproduction guide :beetle:

• Enable auto-completion layer and set dotspacemacs-scratch-mode to lisp-interaction-mode
• Start Emacs

Observed behaviour: :eyes: :broken_heart:

• company-backends is set to nil in scratch buffer, and also in all other buffers that would otherwise have completion

Expected behaviour: :heart: :smile:

• company-backends should be nomempty, and completion should work
