I'm on the develop branch and have been getting this message too, but it started before 14 Jan.

I've also just started getting

Had the same issue here. Manually installing request per #4642 solved it.

Isn't that against the 'spacemacs' way of installing stuff ?

@StreakyCobra by the way if you start off with a clean install i.e. no .emacs.d i always reproduced it.
