Ctrl+z does not toggle keyboard mode in Ediff Control Panel #7260

After upgrading to version 0.2000.0, Ctrl+z in ediff Control Panel does not toggle to vim-mode.

I usually do Ctrl+z to switch to vim-mode and jump to either buffer A or B to do editing when A or B is not a choice.

Reproduction guide :beetle:

Start Emacs
Run ediff or ediffbuffers to open ediff Control Panel.
Press Ctrl+z

Observed behaviour: :eyes: :broken_heart:

Ctrl+z is just like hitting z

Expected behaviour: :heart: :smile:

Ctrl+z will toggle between vim and emacs keyboard mode.
