/log command #3

A /log command that will take given arguments and spit out a log to the user (likely via direct chat rather than MUC) using the database as a source. Optionally have some sort of signing mechanism so we can purge old logs from the database. Dunno.

This will probably need its own xml schema so that's a thing too.

Clients like calref/cadence should be able to call this on login somehow (likely via direct chat if they see a Ligrev in the room) and thus be able to get a proper backlog, rather than the standard MUC one which appears to leave stuff out, the bastard.

no longer going to provide this with ligrev, mod_muc_log makes pretty logs, so I'll just use that.
