initial support for tang nano 20k #265

WIP, only the leds are supported so far. Blinky and the tutorial are (mostly) working.

Ok, let me be honest about it: git and github are a conceptual and usability nightmare for me. I do not know how you feel about PR in general, and if you think so, I would be glad to split this single PR full of unrelated commits. One thing I can do maybe is to cancel this one, and start over, even if I'm not sure I'll succeed better...

Hi - thanks for the PR! I could not look into it in details yet, but I do not mind the several commits, especially as each seems well contained with few changes within. (I am not a git guru myself, still learning how to best use PRs). I generally prefer to integrate PRs in the wip branch first, but this I can change easily from the github GUI.
