No Asset Admin included #31

It looks like at some point silverstripe/asset-admin has been fully spun out of both Framework and CMS. If we are not going to use one of the SilverStripe recipes for included SilverStripe we'll need to add it into the composer.json.

I'm thinking we need to start using the recipe, otherwise we'll encounter this for other modules in the future. If we use the recipe, this should handle any future requirements.

@stephenmcm could you please take a look at this one? I've loaded a few people up with issues and pull requests (including myself), so I'm just trying to spread the load out a little. This one is important IMO.
