Add a guide section on Scams

Discussion around the Symbol Wallets' language around malicious aggregate bonded transactions led to the proposal of linking to a page in the docs referencing different kinds of scams and precautions.

No such article exists, so this issue is intended to support the addition of a new guide page for scams / malicious transactions.

Proposed content of the article would include:

• a summary (tl;dr)
• Sweeping with agg. bonded
• Spoofing
• Clipboard hacking

Some of these may not presently be issues with Symbol, but will likely present as we grow.

Drafted content in a fork (https://github.com/orisdorch/symbol-docs/blob/main/source/guides/account/scams-and-security.rst) - will test adding translation and building symbol-docs locally, then initiate a Pull Request.
