Add a package for `scoop` too #32

scoop is a fast growing user-level installation system for Windows, which is (IMvHO) faster and better than choco and while I'm using both at the moment, I'd like to someday re-create this recipe on that system too.

Scoop sounds cool, but we do not use it at Symflower, so contributions m ust either come from you or it needs to be a payed project.
