prepare 1.3 release #55

:-1: on the license headers, let's remove them from the styleci config for this repo. This repo should be an easy to use boilerplate imo

Let's see if StyleCI now has everything correctly. If it has, we are ready to merge & release 1.3 for the SE, right?

looks good. i updated composer one last time, resulting in a more recent monolog. if this is green we are ready to merge and release!
