Use C++20 and add Windows CMake preset

• Upgrading to C++20 so we can use the new language features.
• Added CMakePresets.json to share CMake presets between team.
• Removed a dead config file (gui.pro, superseded by CMake)
• Fixed a minor flagged SonarCloud reliability issues.
• Fixed Windows compile issues caused by using newer VC++ libs and C++20.
