Suggestion for disabling web-based creation of new lists by customizing create_list_request.tt2

I am far from an expert and would welcome a more complete paragraph here rather than acceptance of this PR, but figured I would share what worked for us.

I think the fastest way to disable list creation from the web is setting sympa.conf to

create_list closed
