The interface displays default core settings in the Data Source editor, if the system is localised: the pagination and output areas are visible.

Hmm, this looks like it potentially could be a core issue with Provider implementations. Doh! Still investigating the cause

Fixed in this commit. That'll be rolled into 2.3.1, so in the meantime, both Remote Datasource and Union Datasource will be edited with the backend in English. Sorry :(
