PR link in changelog is not correct #17

The relative path specified for SUFFIX is causing incorrect links to be referred. See https://github.com/sympy/sympy/wiki/Release-Notes-for-1.2.1.

This happens when links are accessed from "Preview" while trying to edit wiki.

I see now. The links are fine normally, but it messes up when you preview. It also messes up when you compare revisions. Hardcoding the absolute URL is probably better anyway.
