Added complete portuguese translation to the whole website. #117

This is great, however, I'm not sure if we have anyone who can review the translation. You might try asking on the mailing list.

@asmeurer -- wouldn't it be best to just assume @p13lgst gave an honest, best effort at translating and just merge this (assuming it's still relevant)? If Portuguese speakers then find issues, they can always open issues and/or submit new MRs.
