Nextcloud DB upgrade #427

Nextcloud 16 increased mininum supported version for PostgreSQL to 9.5: https://docs.nextcloud.com/server/16/admin_manual/installation/system_requirements.html#server

We need to upgrade to version 10: https://www.postgresql.org/docs/10/upgrading.html#UPGRADING-VIA-PGDUMPALL

done, version 16 will be rolled out in a few days. You have to be on the current latest v15 (19102646) otherwise upgrade will be allowed.
