Empty state views needed on dashboard and integration list page #427

Description

We're missing proper empty states for the top integrations list area on the dashboard:

Noticed this when firing up a fresh minishift. I believe the top integrations empty state should be pretty similar to the regular integration list empty state. Which is also missing looks like:

It should be kinda like this:
