UG replication refactoring #107

Refactor UG/replication.cpp into a full-fledged RG client library. It's almost there; the task is mostly a matter of renaming some methods.

We should have UG/replication.cpp use libsyndicate/download.cpp. The mddownload* methods will work for POST/PUT as well as GET.

This is pretty much done in my uncommitted UG refactoring.
