Append vacuum log on the MS *before* replicating blocks and manifests #128

Have the UG append the vacuum log with the blocks and manifest timestamp it intends to replicate before replicating them. This way, if the UG crashes while replicating, we won't have a leak.

This is fixed in my as-of-yet-uncommitted refactoring.
