AG publishes once #46

The AG should publish its metadata exactly once, and the Volumes should incorporate it naturally when the AG is bound to them. The AG should not have to publish once per Volume.

Solution: each AG has its own Volume, into which it publishes. Users simply run one or more read-only UGs locally to access the AG's data.
