Implement extended attributes for files. Do it in such a way that the MS can query files by their extended attributes, and then expose a way for the UG to support such queries.

We'll want to seal attributes with the gateway's key pair. EDIT: no need for us to support this automatically--the application should seal sensitive data before writing it as an extended attribute. We don't know what the application's key management needs are.
