Get Syndicate running on OpenCloud #82

This is already underway, but I'll open a ticket for it anyway.

opencloud/ directory now has models and working Observer sync steps, as of 526101a40b481d66e1e39ea0650d7d7176d83bdc. Waiting on Sapan for the re-implemented deleter code.

Merge Amisha's UI and Tenant code with Syndicate Observer. Ask Scott about this.

Merged UI code. Just need to finish coupling the Syndicate Observer with the syndicated.py daemon, and do large-scale testing.

One concern that needs Sapan's input is when/where do we start the credentials server?

Part of this also entails creating principals that correspond to Volumes and Slices, to avoid collisions in Syndicate.
