Merge UG/opts.cpp into libsyndicate #83

Make the command-line opts processing part of libsyndicate, so at least the UG and AG gateways don't duplicate effort. Consider making it available to the RG as well, but this is a secondary goal.

libsyndicate/opts.cpp exists now. The UG and AG use it.

TODO: have the RG use libsyndicate/opts.cpp as well. Need a python wrapper around it.

Don't worry about the Python wrapper. Consider this done.
