RG iRODS #88

Make it possible to write data back into iRODS, using the iRODS C API in the RG. Make it possible for the UG to update metadata that an AG published. The iRODS AG discovers and announces new files, but the UG can write to it, and the RG can replicate/re-integrate the data back into iRODS.

After talking with Nirav, I no longer think this is necessary for the OpenCloud Beta milestone.
