Create an AG spec file for GenBank

Added the ASN.1 genbank datasets from ftp://ftp.ncbi.nih.gov/ncbi-asn1

Added the WGS component of the ASN.1 genbank dataset, as well as the "full" GenBank dataset (ftp://ftp.ncbi.nih.gov/genbank). Both GenBank datasets are in the AG/datasets/ directory, and were generated by the FTP curating tool (AG/tools/curate-ftp.py).
