Running in docker gives

This is due to: https://github.com/synopsys-sig/coverity-report-output-v7-json/blob/149d0dd6b162cbf5a70ec8ef2bf495dd17f1b2b7/src/github/github-context.ts#L34-L41 which matches based on GITHUB_WORKSPACE which is /home/runner/work/starling-core/starling-core
