insert_log_event() has been updated:

use local stripe_id instead of one fetched from remote strip call
use STRIPE_FETCH_REALTIME_UPDATES to only make calls to stripe if true
quit() if swipe_status isn't granted or denied, logs accordingly
removed debug print() call

get_member() updated:

use STRIPE_FETCH_REALTIME_UPDATES to only make calls to stripe if true

config.dist.py updated:

add STRIPE_FETCH_REALTIME_UPDATES declaratoin

per #64
