now that DNS is done in #7, we need to set up a reverse proxy and python app hosting for membership:

two discrete instances - membership-dev and membership
redirect all port 80 http to port 443 https for both hosts
have two different directories, one for each host's app files
have a valid TLS cert for both hosts
reverse proxy public 443 port/vhost combo to internal only port of each app
set up virtualenv and the specify deep paths per this write up

this is mostly done! documentation for how it was done is being published in RTFM.

I'll close this ticket when I get it all working.

Docs are up to date and services are running. They're not functional until #12 is done, but this ticket is all good! We also might change things a bit in #13.
