feat: Publish ruby promise pipelines example in the Marketplace

This pipelines step is used as part of our app-as-a-service promise in our demo. We are often asked for how to implement pipelines in something other than bash. This feels like a quick win to get into our marketplace and highlight in our docs as a way to use other languages in the pipeline.
