Status Report requested just before move starts sometimes reports target location rather than current location #479

In the case of a number of sequenced moves with speed changes and jerk changes inter-digitated between them, the location report sometimes is that of the target of move rather than current location.

Per discussion with Alden/Rob ACTIVE_MODEL vs RUNTIME issue ...
