"This command is disabled while booting up, please wait." on every message. #99

Every time I as the bot's admin/controller send a message (command or otherwise) it responds with:

This command is disabled while booting up, please wait. This command is disabled while booting up, please wait.

I don't think it affects anyone else.

I'm running databaseless after upgrading from 2.2.

PEBCAK. I somehow had it running in the background, and only realized this when I stopped the instance I was testing and it still happened. After killing the rogue processes, everything is fine.
