Restore Backup Function

Create a "Restore Backup" feature (just a ui for a user to import a backup wallet.dat) This will eliminate guiding the user to often hidden %appdata% folders.

global hook to allow the html-core-ui to trigger a file browse dialog that opens to the folder containing blockmarket, and filters the files on *.sys (the extension we are going to use for wallet backup)
callback after user has selected a file that allows us to message the user saying 'import success'. The callback should be passed the full filename which the user selected. The import-browse dialog itself doesn't have any functionality beyond allowing the user to select a file, and then calling the callback with the filename.

Need to test calling importwallet on RPC with an invalid file format. Need to confirm the RPC can detect/error this situation, if it cannot or it leaves the user in a confusing state we may need to inspect the contents of the file for proper format prior to calling importwallet.
