18.04 (Bionic) went end-of-support in May 2023. The main Pop!_OS CI dropped Bionic builds with https://github.com/pop-os/pop/commit/696c9f617cf205f6bd88e6774e2458c93bc7f7ca. Bionic is no longer being QA'd, and no further updates will be provided for it.
This drops Bionic from proprietary packages so we can fix the proprietary repo's CI for the currently-supported releases.
