CorebootModulePkg: Add library for logging to EC #10

Make use of the SMFI command interface to forward logs from edk2 to System76 EC.

Logs from PEI are not available due to CorebootPayloadPkg/Library/AcpiTimerLib not working and gBS->Stall() explicitly not being available during the phase.
