coreboot: Update to 4.22 #459

coreboot 4.22 is scheduled for 2023-11-17. Rebase our fork on the release.

I've gotten most of our changes upstreamed. What needs to be rebased/picked is:

EC locking
- system76/coreboot#54
The driver for NVIDIA Optimus dGPUs, and enabling it for all boards
- CB:57034
The driver for Intel discrete TBT devices
- CB:75286
- CB:76584
The DDR5 changes that Intel never finished + fixes
Do TPM Restart if TPM resume fails
- CB:75878
bonw14: Enable smart amps
- CB:61410
Hackfix for SBREG on ADL/RPL
- system76/coreboot#194
Fix for SMMSTORE init failing on ADL/RPL
- CB:73981
Misc: Also implement _PR3 for RTD3
- CB:50598: Is this correct/do we need it?

We should stay on 4.19 until boot blockers are fixed & upstreamed.
